HELP WITH WING SPAR

Hi All - Can someone help me understand how the Nipper Spar is built ? I understand it has a top and bottom cap and each is laminated in three sections out of many small pieces of spruce.
Are the three sections then laminated together ? It appears to me to be much more work than was necessary. What am I missing ? Was it built this way because larger pieces of good wood was unavailable ? Is there a builders manual available ?
